Flash Flood Watch issued August 28 at 10:00AM EDT until August 28 at 8:00PM EDT by NWS

The National Weather Service has issued the following alert:

...FLASH FLOOD WATCH IN EFFECT UNTIL 8 PM EDT THIS EVENING...
THE NATIONAL WEATHER SERVICE IN PITTSBURGH HAS ISSUED A
* FLASH FLOOD WATCH FOR PORTIONS OF WESTERN MARYLAND...SOUTHWEST
PENNSYLVANIA AND NORTHERN WEST VIRGINIA...INCLUDING THE
FOLLOWING AREAS...IN WESTERN MARYLAND...GARRETT. IN SOUTHWEST
PENNSYLVANIA...FAYETTE RIDGES AND WESTMORELAND RIDGES. IN
NORTHERN WEST VIRGINIA...PRESTON AND TUCKER.
* UNTIL 8 PM EDT THIS EVENING
* SHOWERS AND THUNDERSTORMS PRODUCED HEAVY RAIN IN EXCESS OF TWO
TO THREE INCHES OVERNIGHT. WITH ANOTHER ROUND OF SHOWERS AND
THUNDERSTORMS EXPECTED THROUGH THE AFTERNOON...HEAVY RAINFALL
COULD CAUSE FLASH FLOODING IN ALREADY SATURATED AREAS.
* AN ADDITIONAL 1 TO 2 INCHES OF RAIN COULD BE EXPECTED IN 3 HOURS
OR LESS THIS AFTERNOON...WHICH COULD LEAD TO FLASH FLOODING.

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.
