CHILLS OF 25 TO 40 BELOW ZERO ON MONDAY NIGHT WITH LITTLE
IMPROVEMENT FOR MOST AREAS THROUGH TUESDAY NIGHT AS THE ARCTIC AIR
MASS REMAINS IN PLACE.
